Worksessions were intended to allow the Planning Board to review and act on the goals, methodologies, and recommendations presented in the May 2015 Staff Draft of the Bethesda Downtown Plan. At Worksession #1, Planning Board members decided instead to invite every property owner to request heights and densities directly from the Board.

By granting the majority of these requests, the Planning Board increased heights and densities far beyond the area’s capacity to accommodate growth. The arbitrary process also undermined many of the tools proposed by the Planning Department to achieve a livable and vibrant downtown.
